Resumen

Almost a decade ago the Universidad de Santiago de Chile proposed a poly functional human settlement in the Campos de Hielo Sur to accommodate 4500 inhabitants. Despite being an avant-garde proposal with notable tourist, geopolitical and economic impacts; this initiative has not prospered. This paper argues that the proposal at that time was too disruptive to the Chilean environment. Such a project could have both a more gradual and more collaborative approach with other institutions. However, inadequate rhetoric has not resulted in a rejection of the project, but a delay of it.
